Start by looking for them in the telephone book
[original link]

Was: their last name
Wo: Wiesbaden.

If this doesn't get you any results, try and google their name.Do you know any first names? Job?

City hall: If they still live in Wiesbaden, they'll be registered there, as every German resident has to be registered, but I'm not sure if you can simply have a look in this register. In fact I doubt it very much, as then every stalker could find out an address.
Do you have any papers left from your mother's time in Wiesbaden? Birth certificate? School reports? The more you can prove your legitimate reason, the more helpful someone in city hall can be and may go and have a look for you.
Social media: Facebook is not too big here, many people I know refuse to sign up because they fear misuse of their private data.
Good luck in your search.
