I plan to visit Tirana then rent a car to go dubrovnik and piristina. Do you prefer this way instead of bus or train options?
If you want max flexibility, then get a taxi or a car with driver, and you don't have to bother about returning the car. It is easy to compare and negotiate a deal while in Tirana. It could be that you have to switch cars before entering the EU (Dubrovnik, Croatia), as the driver might not have a visa.
Generally speaking renting a car in Albania will be expensive. You will be further hampered with the boarder crossing and documentation required to bring it into the EU ( Croatia etc). Also the possibility of further delay if your vehicle is subject to drug searching. It would be better to take the bus or negotiate a deal with a taxi driver to go to the boarder. Then get another Taxi on the other side.Their usually are some around (or used to be). You can arrange this transfer between taxies in advance. Though I am not fully up to date on the situation of this border crossing as for the time required to cross as a tourist or the queues.
