We will be staying in Rome for a couple of days without a car. We will then be renting a car to drive to Montefalco. Is it easier to rent and drive from Tuburtina rail station or the airport?
Which Montefalco do you mean, the one near Viterbo or the one near Foligno?
I suppose my answer will be the same in either case: it's almost certainly going to be easier driving from the airport. Tiburtina, while east of the city center, is still a ways from the ring road (the Gran Raccordo Annulare, or the A90), so you'll have to find your way out of the suburban areas of Rome to get out to the highway. It's not that hard, but one wrong turn, and you're headed the wrong way along streets whose names change every few feet.
On the other hand, when you come out of Fiumicino (I assume you meant Fiumicino Airport and not Ciampino), you are literally dumped on to the A91, which, when you take it east, runs right into the A90 ring road. You then take the ring road around Rome to whichever highway you choose to take north. It may be slightly farther, but from the airport will be a lot simpler...if for no other reason than you don't have to throw in a train ride on the FM1 across town to Tiburtina, then schlep your luggage on to and off of the train, and over to the car rental place.
