No. Absolutely not. Do not fall for these internet manipulators. Take a look at the website 419 scam website. These Nigerian scams are so prevelant that they are called 419 scams, which is the Nigerian Penal Code for same.

NO, its not and the only honest part of the message will be that he/she is from Nigeria !
It is a SCAM, so you better stop this contact immediately !

Whoever is requesting this fee is a criminal and a thief. Period.

It may be helpful to try and get these people stopped (I doubt it) but a guide to others who have asked the same question and not just Nigeria. Ukraine comes to mind

Scam as above. It's called the 'BTA' (basic travel allowance) scam and has been going on for years and years....pretty much ever since the internet became easily accessible.

It's such a commonplace scam (and not limited to Nigeria) it's even mentioned by name on the US embassy in Nigeria website:
