From Hovsgol lake in Mongolia on land to Baikal lake in Russia

Hello everyone,
We are planning a trip to Mongolia and Russia- Siberia this summer. And we want to make our trip only on land (don't use airplanes). Our route will start from China- Beijing, then by train to Mongolia- Ulan Baatar, then by public buses or whatever is possible on land to Bulgan-***-Hatgal and Hovsgol lake. Then from Hovsgol lake we want to proceed to Russia- Baikal lake.
And the shortest way from Hovsgol to Baikal passes the border between Mongolia and Russia at Mungiin Daba. The problem is that I have read somewhere that foreigners (not Mongolians or Russians) cannot pass this point. And it is a problem, because we don't want to back again on the same road to Ulan Baatar, then from Ulan Baatar to go to Baikal.
Does anybody know some information about this border point Mungiin Daba? Is there some way we can pass it? Or if not, is there some other border point nearby, without need to back to Ulan Baatar? No airplanes, only on land.
