We are visiting the GOLDEN SANDS AREA shortly. We would like to visit a few restaurants in the MELLIEHA, MGARR and surrounding area. We can use public transport to get to these places but getting back late at night is the issue.
Does the local transport run late?
Are their taxi ranks in the more remote places?? Will the restaurant phone one??
do you need to book pick up /return in advance? etc etc etc
Any help would be greatly valued
You should be able find bus timetables in English here:
Most Maltese buses do not run very late into the evening, though it obviously depends on route. There are usually no taxi ranks as such in the less-populous places, so I suggest you initially get the numbers of a few local taxi firms from your hotel.
Restaurants will certainly know local taxi numbers even if they are not willing to call one for you themselves. As everywhere, if you phone for a taxi and they is busy you may need to wait. So it's really up to you whether you book a return time in advance or not.

The new Arriva routes are not much different to the ones of the past, as far as I can see.
Until the Malta buses were taken over by Arriva a year or so ago it had an extensive bus network. It is a pretty tiny island but even so the vast majority of places were well-served. However, services were substantially less after 6-7pm or so, being aimed at local residents rather than tourists.
Most buses radiate to/from Valletta. But it doesn't take long to work out where you can change buses to get from e.g. Mellieha to somewhere else: you do not always have to go into Valletta and back out again.
