Whenever we travel to Hong Kong we enjoy staying in/around Kowloon Park.
This puts us within walking distance to everything including market, Avenue of the Stars, Tsim Sha Tsui, etc.
There are also plenty of metros which allows us easy access to Victoria's Peak and the rest of Hong Kong.
Our hotel of choice is BP International - good, albeit smallish rooms, wonderful service and on Kowloon Park. The metro is literally right around the corner outside the main doors and this allows for easy transfer to/from airport as well.

I recommend Kowloon as best district to base yourself. We have stayed there twice, has plenty to see and do within walking distance, ferry is nearby and metro train service excellent.

We have stayed on the island March this year, we did not enjoy as much as our 2 previous stays at Kowloon.

My suggestion is somewhere within walking distance to the MTR station of Tsim Sha Tsui, Jordan, Mongkok, Wanchai or Causeway Bay. It's probably better not to stay north of Prince Edward station on the Kowloon side as you're getting away from the city centre. And definitely don't pick a place in the New Territories, as you'll be spending too much time on the train.

To save money, stay in a 2 star hotel as those hotels are most reasonably priced.
