what is a safer way to get around in Buenos Aires ride bus above ground or take the subway underground

I agree please repost in the Argentina forum.

In terms of an answer, both are fine during the day. It does depend on where you plan on going though as some neighbourhoods are safer than others. The subway is a lot easier to understand and thus use if it goes to where you want to go.
You need to exercise caution on both.

Regardless of which you choose, be aware of pickpockets, I was on the underground, standing in a pack train, and felt a hand in my right front pocket, i grabbed for his arm but he got it out to fast and moved down the car. Be very aware of them in your travels in BA

Safe are both. Of course in big cities you must be aware of the pickpockets as other person replied. Subway (we in Buenos Aires, called "Subte" (it means "subterraneaneo" -underground-) is fast.
