Train takes around 2 hours, with one change. Standard one-way fare is 25.80 euro.

In Bremen you can buy a Niedersachsen Ticket for 28 euro (valid for 2-5 people sharing the cost) or a single version for 20 euro. It is a day pass valid after 9am on weekdays and all day long on weekends and holidays. This ticket allows you to use the regional trains only from Bremen to Leer (the only ones available, anyways), where you change onto the train to Groningen in the Netherlands. The ticket is valid until Weener, so you just have to purchase a Weener-Winschoten ticket from a ticket machine or a ticket office. It costs 5,90 one-way. Only the Dutch section of the journey costs less than 3 euro, but you can't buy it in Germany.
The ticket machines "speak" many languages and accept cash and card, so don't worry. The Niedersachsen ticket is valid in the Bremen urban transport on the day of validity, too. If you plan to go back at some point, you probably won't be able to buy the same ticket until Leer, so you might decide to buy it in advance.
