We will be in Biloxi the Monday after Memorial day. We are looking for a really good seafood restaurant. We would like to stay away from chain-type restaurants and the casinos and really have some less 'touristy' place to go. Driving a short distance wouldn't be a problem. Also, we will be staying on the boulevard, but not at a beach front hotel and would like to know about public access to the beaches in Biloxi. Any information would be great!!

It's a chain - they started in Louisiana. You're not going to get any better seafood elsewhere, so don't worry about it being a chain.
If you don't mind driving, I would suggest that you try:

Vera's is about 70 miles from Biloxi, mostly I-10. It would be worth the hour's drive - Vera's is literally on the lake on stilts. Hard to get to, and mostly only locals go there. They've been in business for decades. If you're considering it, let me know, and I'll send directions.
As for beach access - virtually all the Mississippi Gulf Coast is public access - it is about 30 miles of manmade beach and there are very few buildings on the beach side of the highway - there is parking along the highway. Unfortunately, the water is not the best. If you'd like blue water and great swimming, consider a boat trip to Ship Island, a barrier island about 10 miles or so off the coast - the gulf side has crystal clear blue waters.
