public transportation

what is the best way to get from D.C. metro area to National Harbor?  I do Not want to drive in DC traffic!

Uber is probably your best bet. Metro does not go to National Harbor, and taxis are generally horrible in the DC area.  

You didn't ask, but unless you have a reason to go to National Harbor, there are many better places to spend your time.

Use Metro to Old Town Alexandria (which is also a great place to visit) and either take a short cab ride to The National Harbor or much more fun take the ferry across the river. Ferry runs frequently and into the evenings too. Metro stop is at one end of Alexandria Main Street and the river and ferry departure point is at the other end. The street is too long to walk but there is a free trolley service running up and down the Main Street giving you a chance to view all the shopping and main areas of interest on the way. There is a visitors center one block from the river where you can learn about the history of Alexandria and book various tours and guided walks of the places of interest.

I read that there is a shuttle from King Street Stationmetro in Alexandria (Virginia), but depending on where in DC you are staying (downtown DC vs VA), it may be easiest to catch a taxi.

The DC metro area is quite large, so it depends a lot on where you are in it.

definitely water taxi can pick it up n old town Alexandria (Virginia) or Georgetown (Washington DC)waterfront

Traffic is all relative to where you are staying in "The DMV" and driving should not be completely ruled about especially if you are not traveling during rush hour. While taxi and Uber are nice - on a beautiful day you may also think about taking the water taxi over from Old Town Alexandria Harborwaterfront.
