Tips on picking up @ Bradley 7pm Tuesday, reducing Customs wait time, etc?

Hi! BF is arriving Tuesday evening at the Bradley Terminal via Air New Zealand. Any tips to help him get thru Customs as smoothly as possible? Recs on whether I should do short-term parking or the cell phone lot? A little nervous he might be without cell service at first. All shortcuts and pro tips welcome. Thanks!!!!
