Ok, so planning three weeks in South America. Ideally would love to do the Inca trail, Rio, Bolivia. Is this possible? Does anyone have a recommended itinerary?
Also what should we Budget ?

If you stick to just those three areas, it's definitely possible. Just be aware that flights within South America (especially international flights) are not cheap, so the greater the distance you cover in a short amount of time, the more expensive your trip will be.
Week 1: Fly into Lima, spend a day or two. Fly to Cusco, spend another couple of days exploring and acclimating there before doing your Inca Trail hike (the most popular option seems to be the 4-day hike).
Week 2: Return to Cusco, continue on to Lake Titicaca, then to La Paz. From La Paz, take a trip down to the Uyuni Salt Flat (2 days travel, 3 day tour).
Week 3: Spend a day in Sucre. Fly from Sucre to Rio de Janeiro (expect multiple connections on different airlines, which you may have to book separately yourself - example: Sucre>La Paz>Sao Paulo>Rio). Spend the rest of your time relaxing in Rio, perhaps with a trip down to Ilha Grande or Paraty. Fly out of Rio.
*wild guess, if you do more adventure tourism stuff like hang gliding in Rio, this will obviously go up.
This adds up to $3400, but to be safe, I'd budget at least $4000. You may not actually spend that much, but having it helps cover other expenses I haven't mentioned. If you're looking for a less expensive trip, I'd cut out Rio - the Bolivia>Brazil flight is about $500 on its own.
