My family stayed at a hotel close to Notre Dame Cathedral and 2 metro stations, the Paris France Hôtel. I think it's in the Quartier Du Marais or close to it- Our room was fairly big by Parisian standards- not huge.  It was clean and the location was great.  It wasn't super expensive and the staff was really nice and helpful..  I speak French, but my husband and daughter don't and everyone was great about speaking English with them! Highly recommend.  It's not fancy, but clean and friendly!

I like the Opera district. It's relatively quiet but is within walking distance to many places including the The Louvre Palais Royal gardens and the Rue de Rivoli We loved the area and found some nice cafés and restaurants. There are some not very expensive family sized apartments in this area on Airbnb.

If you want places that are less expensive, the further out from the center you go the better. I would recommend Belleville which is just outside the 11eme, and thus close to Republique by metro and easy to get around town from there (Republique is a big hub and easy landmark), or Montmartre , which is a personal favorite area of mine anyway because it sits on a hill and has wonderful views over the city!

As for hotels, have you tried looking into Airbnb? There are some great rentals available for cheaper than a hotel, and with more character and a local feel as well.

For me the best to be would be Luxembourg Garden, safe and well situated to visit the city. You could find an hotel around this beautiful park, the ideal place for a family.
