I'm looking for a low-key tropical beach to go for a week in June or July in either Mexico or somewhere in the Caribbean.
Needs: clear water, minimal waves, warm, and no or minimal chance of overcast days. We went to Belize last June but it was overcast the entire week. Bonus for small, sweet town to enjoy the local culture nearby.

Overcast days while on vacation are such a bummer! Tropical vacations are always risky in that regard.
I think San Jose del Cabo or Cabo San Lucas would be great options if you want zero chance of overcast days. It's more dry/desert-y than tropical, so you are pretty much guaranteed sun. That being said, it is HOT in the summer! I would definitely consider going in June rather than July. It's also the off season so you should be able to find a good deal.San Jose del Cabo has some great resort options, and for a charming authentic Mexican restaurant go to Los Tres Gallos in Cabo San Lucas.
While I like Cabo, it can get really tourist-y. My family usually spends some time in Cabo and then we head to Todos los Santos, about an hour North of Cabo. It's a smaller town where you can find the local culture you're looking for, along with surfers and artists. Todos Santos Inn is a beautiful place to stay. ^My profile photo is a shot of me roaming this street! :)

Hi, for your interests, in my opinion, you should definitely go to the west coast of Mexico, as the east coast of Mexico is subject to Hurricanes during June, July, August, September and October, and lower level tropical storms with cloudy weather that can last over a week. That said, the Pacific waters on the west coast of Mexico are generally rough, and not clear. I think the best location for what you are looking for would be the Sea of Cortez side of the Baja Peninsula, perhaps in Loreto. The water is clear, warm in June, lots of beaches, and nearby is the Loreto Bay National Marine Park, nature's aquarium, with great snorkeling. There are other great towns on the eastern side of the Baja Peninsula, however I would stay north of Cabo San Lucas for the calmest waters.
