About $200/ night hotel for 1 night stays in California

Looking for good hotels with pool for short stays in each location, San Monica, Venice area ,Laguna Beach and then San Diego- La Jolla (will spend more in this location). Prefer hotels near the Ocean if possible. Will have a car. Single person. 1-2 nights per location. Travel is end of July.

Recommendations of restaurants would be helpful. Japanese(Asian) and or chef driven places. Good food for one dinner.

I've stayed at the @hotel la jolla ...it's nice and has a top floor bar with great views. The Hyatt in Irvine is usually a good deal. While in the Newport Beach area check out Gulfstream restaurant. In Santa Monica, the hotel Santa Monica is great and also has a bar at the top with views.

That is a tough question as late July is a peak travel time and hotel rates are high. I suggest you check Best Westerns and see what they have in your destinations. Many Best Westerns have been recently upgraded. 

Santa Monica view properties are expensive. Laguna Beach is just as bad with mostly older properties. You can try the Art Hotel Laguna Beach, which had some reasonable rates last year, and a pool. Or try Dana Point nearby. 

In Laguna Beach I enjoy dining at Las Brisas or Surf and Sand.
