What are the best tall buildings in London that offer city views and perhaps offer dining and beverages?
The Oxo Tower Bar on the river has a lovely restaurant at the top with good food and views
Gong Bar at the Shard - trust me on that. If you don't fall in love with it, you can take the elevators to the Aqua bar or Ting Bar - all have unbeatable views, but Gong is my favorite - it's part of Shangri-La Hotel on the 52nd floor and gorgeous. There's even a swimming pool in there...erm, yes, a swimming pool. :)
If you find yourself in need of a very very late night nibble, Duck and Waffle also has tremendous views and is open 24/7.
The View from The Shard; culture and views for free at the Cafe National Portrait Gallery; a must do for great view of the Houses of Parliament and London London Eye; the cafe on 3rd floor of the Southbank Centre with views over the River Thames and Hampstead Heath for uninterrupted views over the city

There is a balcony on the fifth floor of the Royal Festival Hall. Buy your drink downstairs and head on up via the lift.

Some great suggestions already offered! I really liked the views from Skylon and also Gillray's Steakhouse & Bar becuase I love looking out at the river. Similarly the views from Tate Modern are great and you can grab a bite in the cafe there.

I love the view from a boat and hate heights so City Cruises Dinner Cruises leaving from Westminster Pier do it for me!

Have a cocktail and Sushi/Brazilian tapas at Sushisamba or sunrise breakfast at 24 hour Duck & Waffle in the Heron tower above the city of London. Try out an afternoon tea or dinner at the Oxo Tower Wharf at Southbank. And a cocktail at Aqua Shard or afternoon tea or dinner at TĪNG in The Shard at London Bridge. These are the best buildings for a great view of the city and river.
The Blueprint Cafe at the Design Museum has a great view of Tower Bridge, the city and Canary Wharf from their 2nd floor dinning room.

Top of Saint Paul's Cathedral -- There is a stairway inside that leads up to the Dome...outstanding views! There is a nice restaurant in the Crypt basement too.
