There's definitely buses that can take you up to Malibu but it's going to take a big chunk of your day. For the easiest options use google maps like this. As you can see taking the bus can be a big time investment when you have more than 1 transfer.

A fun option might be to rent a bike for the day and ride the strand up to Santa Monica as far as you can ride and then take the bike with you on the bus. Buses will have a bike rack on them but a lot of times there's only room for 2 bikes, so it might slow you down if you go at a time lots of people are going up there and you have to wait for a bus that has room for the bike.

Another option is to take the Douglas Green Line Station to Aviation / LAX Station and then transfer to buses from there. But that feels more complicated than walking or biking the strand up.

Taking the bus anywhere in LA besides downtown isn't very pleasant so most people just rent a car to get around or use Uber or Lyft. If you do use the bus, make sure it will take you close to where you want to go in Malibu.

If you are going out further along the coast to say Santa Barbara or San Diego then you want to take the train: Pacific Surfliner from Union Station - use google maps again to figure out the best way to get to downtown.

If you are just in the Beach Cities you can take the white 109 Beach Cities Transit, which goes from Riviera Village Way past the Hermosa Beach Pier, Manhattan Beach Pier, to El Porto and eventually almost all the way to the airport. Nobody hardly ever on it and it only cost a buck, so I've nicknamed it the "Dollar Taxi." Other than that, there IS  a city bus that runs along PCH but for getting up and down the coast, forget about it. The "Dollar Taxi" will take you to a central bus area by the airport where you can get to Santa Monica and Marina Del Rey (the Big Blue Bus).

Here's more about the Dollar Taxi:

Not really. Several bus systems that wind in seemingly incoherent ways.
