Are cruise ship operations effected by hurricane?

Cruise ships are definitely affected by hurricanes in their path and will either cancel the route or the entire cruise.

Of course there are.  The port of Galveston has been closed and also the Houston airports are closed.  Cruises - the ones that were to leave from Galveston last weekend - have been canceled.  The people who were booked on those cruise can't get to the port.

People that were on some ships which were to dock last weekend went to Miami to let people off (the ones that had flown in for the cruise) and the rest of the people that lived locally or drove to the port stayed on the ship to wait for when they could dock in Galveston.  There's no point to getting off the ship if you can't drive anywhere because the roads are flooded and you can fly out because the airport is closed.

Some ships went to New Orleans instead.
