Dan, I think the closest equivalent Cape Town would be  De Waterkant, its a suburb within the city, has lots of restaurants and nightlife, and is an easy jump to other parts of town.  It frequently gets compared to Greenwich Village.  Another part of town that I would recommend that gets over-looked by a lot of visitors is  Oranjezicht.  Orangezicht is more suburby, but is right in the City Bowl section of town at the base of  Table Mountain National Park, is a good base to explore the City proper and has a bunch of interesting guest houses and places to stay, with easy access to cafes, restaurants, etc.

  1. De Waterkant (neighborhood)
  2. Oranjezicht (attraction)
  3. Table Mountain National Park (amusement park)
