All comes down to budget. Maaemo, two star restaurant Oslo. One of top three in Scandinavia on The New Nordic Kitchen. Book early and bring a lot of cash (at least 3000 NOK). Best view of Oslo: Ekeberg Restaurant (1000 NOK).

Bryggeloftet & Stuene in Bergen at #11 Bryggen Harbourfront is one restaurant on two levels and the place for seafood and traditional Norwegian meals. Upstairs is less stuffy and touristy. Get a harbor view window upstairs, you may need to reserve. But if not, and you find a line downstairs, climb the stairs.

Cafe Christiania

Across the street from Norway's parliament, you'll find Café Christiania, one of the oldest traditional spots in Oslo.

Theatercaféen

The fish soup is insanely good.

Eating in Norway can be quite expensive, but it is usually the alcohol you consume that boosts the price considerably.

As I am familiar with Oslo, I would recommend a nice dinner in a restaurant called Østkantfolk which serves traditional Norwegian food for a decent price.
The address is:
Heimdalsgata 37 0578 Oslo.
It is a side street of Grønland, and is not a touristy restaurant.

What you should see in Oslo is the Vigelandsparken Sculpture Park just for the uniqueness of the statues.

In order to sip in the the city atmosphere, I would head to the area Grünerløkka, and sit down in one of the many coffee bars and relax.
