What's the best neighborhood in Baltimore for a first time visitor?

I've never been to Baltimore and I'm a little overwhelmed by all the hotel options. I'd like to stay in a hotel that is central and gives me good sense of what Baltimore is like. I'd love to know where locals tell their friends to stay when they visit, and why those areas and hotels are special. thanks!

Harbor East has hotels ranging from Hilton Garden Inn to Four Seasons.  You can easily walk (or take water taxi) to Inner Harbor, Federal Hill, Fells Point and Canton.  Harbor East has many excellent restaurants and nice shops.

I suggest checking out Fells PointHarbor East-both are neighborhoods on Baltimore's east side. Hotels run the gamut from the high end Sagamore Pendry Baltimore (created by the creator of Under Armor) to a more budget friendly option Tru by Hilton Baltimore Harbor EastAdmiral Fell Inn, Ascend Hotel Collection is a historic spot to consider. 
Both of these neighborhoods offer diverse entertainment, shopping & dining options. Fells Point is more lively in the evening plus it has an interesting history.
