Local prepaid phones, SIM cards, travel pass?

I will be in Belgium and the Netherlands for 2.5 weeks. All I'd like to be able to do is text travelling companions (also Canadians) in the event that we get separated. A travel pass for CAD 60 to my Bell Mobility plan would give unlimited calling and texting for a month. I found this: telestial.com/international-... and am wondering if it is a viable option.

You can take SIM cards out most phones. The way to tell if it's unlocked is to put another SIM in and see if it works. You can also take it to any phone store and they can tell you. We use LeFrench Mobile all over Europe and it is very reasonable. We have used it in Belgium and the rates there are the same as the UK, Germany, etc. It is cheaper in France and that's why we got it.
