Definitely take some time to walk around the mall. It's quite large, but I'd recommend heading over in the direction of the capitol, or going over to the Lincoln Memorial and Vietnam Memorial area.

The Halloween parade happens on Front Street between the Cannery Mall and all the way til the Banyan tree. It's pretty much like a huge mardis gras or carnaval party on the street and in the bars and restaurants. You should forget about driving and take the bus to the Cannery Mall around sunset.
